FAA Approval
In its approval of the launch license modification, the FAA acknowledged that SpaceX had provided three reasons for the Flight 4 launch:

- Gather data on the Starship's overall flight characteristics

"Today was nothing short of extraordinary," said SpaceX CEO Elon Musk in a statement. "The Starship rocket has successfully achieved its first full test flight, bringing us one step closer to our goal of making humanity multiplanetary."
